Claim for progressive taxation of earned income – non-resident seasonal workers arriving in Finland, fillable web form

Use this fillable web form to ask for a Finnish personal identity code and a tax card, if you are a seasonal worker coming to Finland for max. 6 months, and if no Finnish personal identity code has been issued to you before.

Complete the form only if you are an employee from another country, and you have no Finnish personal identity code yet. It is required that you are a tax resident in a country within the European Economic Area or in a country that has a valid tax treaty with Finland.

After you have received a Finnish personal identity code, your personal details will be entered in the records of the Population Information System, maintained by the Finnish Digital Agency (dvv.fi). The public authorities using the information are the Finnish Tax Administration, the police, other state officials and municipal authorities. Please make sure that your entries on this web form are identical with the information on your travel documents and employment contract. To provide any false information is illegal and punishable under Finnish law.

If you are a citizen of a country other than EU member countries or other than Iceland, Norway, Liechtenstein or Switzerland, you need a permit for seasonal work. Read more about seasonal work permits on the website of the Immigration Service (migri.fi)

If you already have a Finnish personal identity code and you need a tax card, you can complete the paper form Claim for progressive taxation of earned income (6148e) and send it to the postal address stated on the form’s first page.

  1. First, read the instructions: Finnish personal IDs for those who come to Finland to work
  2. Please enter your details on to the web form carefully. Make sure you attach all the required documents. All fields with an asterisk (*) are required. Any errors, omissions, etc. on the web form or attachments will slow down the processing of your request. You can contact our telephone service on 029 497 010 (if you are calling from abroad, +358 29 497 010) to receive further instructions relating to the web form.
  3. Besides your personal data, the information to be filled in for your tax card includes: planned length of your stay in Finland; details concerning your employer; other income you might be earning, and income subject to tax in your country of residence.
  4. Please add the following documents: Add the documents as attachment files (PDF format):
    • Photocopy of your passport or other travel document
    • Photocopy of your residence permit for seasonal work, if you are a citizen of a country other than EU member countries or other than Iceland, Norway, Liechtenstein or Switzerland
    • Photocopy of your employment contract
    • Photocopy of the power of attorney, in case someone else – such as your employer – has your permission to handle the tax matters for you (use the Tax Administration’s Letter of authorisation for tax representation (Form 3818e).
  5. Click Submit to send the form
  6. To get the personal identity code, you will need to visit a service point of the Tax Administration in person. To book an appointment, call the Tax Administration’s telephone service on 029 497 010 (if you are calling from abroad, +358 29 497 010). For more information, see Service points that provide Finnish personal IDs. Remember to bring these documents with you:
    • Form Registration information on a foreigner staying in Finland temporarily (6150e): Enter the information into the fields of the application form carefully before you come to the service point, but do not sign the form yet, because you should put your signature on the form at the presence of a tax official.
    • Your passport or other travel document
    • Your residence permit for seasonal work if you are a citizen of a country other than EU member countries, or other than Iceland, Norway, Liechtenstein or Switzerland
    • Photocopy of your employment contract
  7. Processing the form requires a personal visit to a Tax Administration service point. The form will not be processed if you do not personally verify your identity at a Tax Administration service point before the estimated departure date from Finland that you have provided in the web form. If the identification is not completed in time, the form will automatically expire. The Tax Administration will not issue a separate decision regarding the expiration of the application.
