Lenders can now report second-stage loans to the register and use the loan data in consumer lending. The reporting will continue until 31 March 2026. Read more in the news article.

The e-service and credit register extracts will include loans granted to business name entrepreneurs for their business activities and loans granted to agricultral and forestry operators.

Lender – sign up as a data notifier for second-stage loans starting 1 August 2025

The work of expanding the Positive credit register's data content is progressing on schedule. Lenders must sign up as data notifiers and can apply for a permission to use data on loans of the second stage as of 1 August 2025.

Starting in December, lenders report second-stage loans, i.e. loans granted to natural persons other than consumers, to the register. These include loans granted to business name entrepreneurs and agricultural and forestry operators, for example. The loans will be shown in the e-service for private individuals as soon as lenders report them to the register. All lenders that grant other than consumer credits must sign up as data notifiers to be able to report data on second-stage loans. The sign-up period begins on 1 August 2025 and ends on 31 October 2025. You can report loans of the second stage to the register only if you have signed up as a data notifier.

How to sign up?

Sign up as a data notifier in the e-service for organisations. Please note that the obligation to sign up also applies if a lender has already signed up as a notifier of consumer credit data but also has loans reportable in the second stage in its credit stock. In order that you could sign up as a data notifier in the register's e-service, you must have a Finnish Business ID. In addition, the organisation's representative must be able to identify themself in the Suomi.fi service using strong identification.

The instructions on how to sign up contain detailed information on signing up. The instructions contain the questions made on the sign-up form and instructions on how to answer them. The instructions also specify in greater detail who can sign up on behalf of an organisation. Study the instructions carefully well in advance to ensure smooth signing up.

Who can sign up?

An individual representating the organisation and having any of the official roles that are listed below and recorded in the Trade Register or the Business Information System (BIS) can sign up the organisation as a data notifier:

  • managing director
  • managing director’s substitute
  • chairperson of the board
  • general partner (limited partnership)
  • partner (partnership)
  • business operator
  • holder of procuration authorised to sign alone.

If the organisation wants to authorise someone else than a representative mentioned above to act on its behalf in the e-service, it must grant the person a Suomi.fi authorisation. The mandate code needed is 'Registration as a notifier and user of credit data', and the authorisation can be granted in the e-Authorizations service on Suomi.fi.

If you cannot use the e-service, you can sign up and apply for a data permission on a paper form. Note that even if you use the paper form, you will need the right to sign for the organisation or an appropriate authorisation. You can request the paper form from the Positive credit register's customer service or by filling in the contact form from 1 August 2025 onwards.

Also apply for a data permission

If you are a lender that grants second-stage loans and want to use the register's data when granting loans to natural persons other than consumers, you must apply for a permission to access the register’s data in good time before you start using the data. You can apply for a data permission starting 1 August 2025.

  • The data on loans granted to other than natural persons can be used in consumer lending as soon as the reporting of such loans begins, i.e. starting on 1 December 2025. For consumer lending, you do not need a new data permission or changes to your data permission.
  • The loan data reported to the register can be used for purposes other than consumer lending from 1 April 2026 onwards.

Reporting data starts on 1 December 2025

Lenders can start reporting loans of the second stage on 1 December 2025. The loans must be reported to the register in full by 31 March 2026. After a loan has been reported to the register, the lender must update the loan data whenever changes occur, and report any new second-stage loans to the register.

Between December 2025 and April 2026, loan data may be incomplete or it may vary, depending on when each lender starts reporting. Please also note that you report data to an active register and that the data can be used in the assessment of consumers' creditworthiness immediately as you report the data to the register. You should therefore be extra careful when reporting data: any incorrectly or incompletely reported data will end up on individuals' credit register extracts. We recommend that you should test the reporting of loans, making of corrections and receiving of data carefully before you start reporting.
