The register expands in December – reporting of loans to business name entrepreneurs and agricultural and forestry operators will begin
6/16/2025The work of expanding the Positive credit register's data content is progressing on schedule. Starting in December, lenders will also report loans granted to natural persons other than consumers to the register, such as loans granted to business name entrepreneurs for their business activities and loans granted to agricultral and forestry operators. These loans will be shown in the e-service for private individuals as soon as lenders report them to the register. From the register's point of view, loans granted to business name entrepreneurs and agricultural and forestry operators are second-stage loans. Lenders must report these loans to the register between 1 December 2025 and 31 March 2026. After reporting the loans, they must keep the loan data up to date and report any new such loans to the register.
"Lenders must be particularly careful when reporting loans, as loan data can be used in consumer lending as soon as it has been reported to the register. Any incorrectly or incompletely reported data will therefore end up on individuals' credit register extracts. We recommend that all lenders should test the reporting of loans and the receiving of data carefully before they start reporting data," says Aino Sarakorpi, Project Director.
Lender – sign up and apply for a data permission starting 1 August 2025
All lenders that grant second-stage loans must sign up as data notifiers to be able to report data on the loans. The sign-up period begins on 1 August 2025 and ends on 31 October 2025. If a lender also wants to use the Positive credit register's loan data in business lending, it must apply for a data permission in good time before starting to use the data. Lenders can submit data permission applications starting 1 August 2025 and use data starting 1 April 2026.

The reporting starts on 1 December 2025
Lenders can start reporting second-stage loans on 1 December 2025, and the loans must be reported to the register by 31 March 2026.
"There is a transition period of four months for reporting loans to the register, i.e. loans will be reported between December and the end of March. For this reason, we cannot give an accurate estimate of when an individual business name entrepreneur's loans, for example, will appear in the register. It depends on the lender's reporting schedule, so you can ask additional information from your lender," says Aino Sarakorpi.
Private individual – what is the impact on you?
If you do not have any second-stage loans, i.e. loans granted for business activities or agricultural or forestry operations, the change will not affect you in any way. The Positive credit register and the credit register extracts on your data will show consumer credits and comparable loans granted to you as before.
However, if you do have business loans or loans granted for agriculture or forestry, they will appear in the Positive credit register's e-service as soon as the lender reports them to the register. Lenders will thus receive data on your consumer credits and second-stage loans on your credit register extract whenever you apply for a new consumer credit.
Lenders can use the above data in consumer lending immediately as the reporting starts in December. However, if you apply for a loan other than a consumer credit, such as a business loan or a loan for agriculture or forestry, lenders cannot use the data until April 2026.
"When the change is taking place, business name entrepreneurs, for example, may notice they have more loans in the register than before. The change will not affect the way income data is shown, however, because business name entrepreneurs' income is not reported to the Incomes Register. However, we believe that lenders will find ways to improve the loan application process in situations where the person has no income reported to the Incomes Register," says Aino Sarakorpi.
