Declaration of 14 days tax-exempt operation of an EEA vehicle – how to fill out the form

Submit the declaration if your permanent residence is in Finland and you import a motor vehicle registered in a country of the European Economic Area for a short period of operation, which is exemptible from Finnish car tax.  Submit the declaration before you start driving the vehicle in Finland. Please note that the exemption from car tax is only available for max. 14 days. Read more about tax-exempt use and relevant requirements.

Log in to MyTax to submit the declaration (a new window will appear). MyTax will open on the Your tax types tab. First go to Tax matters, and then click Activities relating to car tax under Car tax. Next, select Declaration of tax-exempt use, and then select Use of vehicle registered in EEA country.

If you need to complete and submit the declaration on paper, use the paper form Declaration of 14 days of tax-exempt use of EEA vehicle (Form 1230).

Once you have submitted the declaration in MyTax, the Tax Administration will send you a letter confirming that the declaration has been received. You will receive the letter in MyTax immediately, and you can print it out. The letter will also be sent by post to your home address, unless you have activated Suomi.fi messages and chosen not to receive paper mail. Keep the confirmation message with you in the vehicle either as a print-out or available on the display of a mobile device. You must be able to show it to supervisory authorities such as the police or Customs if requested.

1 Person submitting this declaration

Fill in your name and personal details. If you are sending the form on someone else’s behalf, you need to fill in the details of that person instead.

2 Vehicle

This section is for giving details on the motor vehicle you are going to operate temporarily exempt from tax. To locate the information for this section, you can refer to the vehicle’s technical documentation, the certificate of conformity – CoC – or to its foreign or Finnish registration papers.

Make

The name of the company that produces the vehicle.

Model

Vehicle model name.

VIN (vehicle identification number)

Enter the vehicle identification number (VIN) here. The VIN is an individualised string of numbers and letters to identify the motor vehicle.

Enter the VIN in the same format as it is in the official documents. In general, VINs consist of 17 characters including special characters.  For EU/EC type-approved vehicles, letters I, O and Q are not allowed in a VIN so as to not confuse them with digits. The character-length limit and the above restriction against certain letters of the alphabet do not apply to the VINs of other than EU/EC approved vehicles. This means that if your vehicle is imported from the USA, Japan or from a number of other countries, it may have a VIN that contains an I, O or Q.

Country of registration

Fill in the name of the country of vehicle registration, which must be an EEA or EU country.

Registration plate number

Fill in the numbers and letters on the vehicle’s registration number plate.

Start date of vehicle operation in Finland

Enter the date when the vehicle will be placed into service in Finland. This means the date when it is first driven on the road, within the territory of Finland. For example, if the vehicle is driven from the port where it arrives, operation is considered to start immediately.

End date of vehicle operation in Finland

Date when the vehicle’s tax-exempt use in Finland will end. You can operate the vehicle for no more than 14 consecutive days.

Vehicle category

Select vehicle category, in accordance with its vehicle registration.
