Lender – the rollout of the second stage is approaching, read the instructions

The data content of the Positive credit register will expand in the second stage of the register, starting 1 December 2025. On that day, lenders start reporting loans granted to natural persons other than consumers, such as loans granted to business name entrepreneurs. Lenders must report their current active loans of the above type to the register between 1 December 2025 and 31 March 2026. After reporting the loans to the register, they must keep the loan data up to date and report any new loans of that type to the register.

Instructions on signing up as a data notifier and applying for a data permission in the second stage are now available on our website. Read the instructions carefully, and study the obligations presented and the conditions for receiving a data permission.

Who needs to sign up?

If your organisation grants loans included in the register’s second stage, you must sign up as a data notifier to the Incomes Register Unit between 1 August and 31 October 2025. You can report loans of the second stage to the register only if you have signed up as a data notifier. The instructions on how to sign up also describe in more detail what organisations are obliged to submit reports and must sign up as data notifiers.

Who needs a data permission?

Lenders that have the right to use the register's data when granting loans to natural persons other than consumers and want to exercise the right must apply for a permission to access the register’s data in good time before they start using the data. Applications for data permissions can be submitted as of 1 August 2025. In the instructions on applying for a data permission, we describe in more detail the restrictions imposed by law on the lenders’ right of access to the register’s data, as well as provide information on how to apply for a data permission.

Technical documentation for the second stage has been updated

New versions of the API descriptions for the second stage were published on our website in April 2025. Changes attributable to the second stage are marked in a different colour to help you notice how an API description used in the second stage differs from an API description of the first stage, currently used in production.

We have also updated the processing rules of the second stage and added message examples regarding the second stage to the technical documentation. Study the technical documentation carefully to be able to make the necessary changes to your own systems.

At our stakeholder events, you can learn more and ask questions about the reporting and use of the second-stage data.

In the May events, we will focus on how to sign up as a data notifier and apply for a data permission. Our specialists will be there to answer your questions, and we will also describe in more detail what obligations organisations will have as of 1 August 2025. The Teams meetings in May will be our last stakeholder events before August, so now is the time to participate and hear how things change with the second stage rollout in August.
