Missing income data will be distinguished more clearly in credit register extracts as of October
4/10/2026We are introducing improvements to the API for the utilisation of the Positive credit register on 7 October 2026: The improvements relate to relaying income data, making it easier to interpret that data. The update aims to make it easier for lenders to distinguish situations where an individual does not have income data reported to the Incomes Register.
We will be releasing the update well in advance so that lenders can start preparing for the changes it will require in their own systems. This will also require testing the operation of the system to ensure that you are able to receive the income data reported in the new way. What is the aim of the update?
Our aim is to make it easier for lenders to interpret the income data in credit register extracts, especially in situations where an individual does not have income data reported to the Incomes Register.
If an individual does not have income data reported to the Incomes Register, the extracts have so far stated “EUR 0” in the income data field. Such cases of missing income data include self-employed individuals and grant recipients since their data is not reported to the Incomes Register. This has sometimes led to unpleasant situations where private individuals have had trouble accessing credit due to the missing income data. This has particularly affected self-employed individuals, agricultural and forestry operators and grant recipients.
How will the income data view change?
After the update, individuals’ income data will be displayed as numerical data only if the individual has income data that was received in the Incomes Register. In other words, if someone is a self-employed individual and does not have income data reported to the Incomes Register, no rows concerning income data are sent to the lender when they order an extract. In the private individual’s this extract, this section will state “No data reported”. The update will come into effect on 7 October 2026.
After the update from 7 October 2026 onwards, income data can be displayed as “EUR 0” only in situations where income data about an individual has been reported to the Incomes Register but the calculated result from the data in the Positive credit register is EUR 0. One example of such a situation is where unduly paid wage income has been recovered from an individual and no other paid wage income has been reported for them. In this case, the individual’s gross wages are shown as EUR 0, and the recovered amount is shown as a negative figure.
Lenders must use enough data to assess clients’ solvency
The Consumer Protection Act regulates the granting of credit and the assessment of creditworthiness. According to the Consumer Protection Act, the assessment of a consumer’s creditworthiness must be based on sufficient information on the consumer’s income and other financial circumstances in credit registers and other information.
In addition to the Positive credit register, lenders can investigate a client’s situation and income from other necessary sources, for example by asking the client directly.
Change schedule and testing
We are preparing the update currently, and it will proceed as follows:
- On 1 April 2026, we published an API description presenting the changes
- From 16 June 2026, the changes will be available for testing in the stakeholder testing environment
- As of 7 October 2026, the relayed income data is displayed as “EUR 0” only in situations where income data about an individual has been reported to the Incomes Register but the calculated result from the data in the Positive credit register is EUR 0.
