Declaration of use on a vehicle to be registered in Finland – how to complete the declaration

If you are taking a vehicle into taxable use before registering it in Finland, submit a declaration of use. Note that submitting a declaration of use does not entitle you to use the vehicle exempt from tax. You must file a car tax return within 5 business days from the date when the vehicle is taken into use.

File the declaration in MyTax. Go to the Tax matters tab and then click the Activities relating to car tax link under Car tax. Select the Declaration of use link.

If necessary, you can submit the Declaration of use of a vehicle to be registered in Finland (Form 1220e) on paper.

After you have submitted the declaration, the Tax Administration will send you a letter confirming that the declaration has been received. You will receive the confirmation letter immediately in MyTax, where you can print it out. The letter will also be sent by post to your home address, unless you have activated Suomi.fi messages and chosen not to receive paper mail. You must have the confirmation with you when you use the vehicle, either on paper or on your mobile device, and you must be able to show it to the supervisory authority, the police or Customs, if you are asked to do so.

1 Filer

Name

Personal ID or Business ID

Fill in the filer’s personal ID. If the filer does not have a Finnish personal ID, enter the date of birth. If you file the declaration on behalf of someone else, enter the details of the person who will take the vehicle into use.  

2 Vehicle

Enter here the details on the vehicle you are taking into use. If needed, you can refer to the vehicle’s official documents, such as the certificate of conformity or a foreign or Finnish registration certificate.

Make

Enter the vehicle make.

Model

Enter the vehicle model.

Vehicle identification number

Enter the vehicle identification number (VIN). The VIN is a unique series of digits and letters for identifying the vehicle.

Enter the VIN in the same format as it is in the official documents. The VIN normally consists of 17 characters, and it may contain special characters. The VINs of EU and EC type-approved vehicles usually do not contain letters o, i and q, because these may be easily mistaken for numbers. The letter and length limits do not apply to the VINs of other than EU and EC type-approved vehicles. In other words, letters o, i and q may appear in the VINs of vehicles imported from the USA or Japan, for example.

The vehicle is

Tick the appropriate box to indicate whether the vehicle is new or used. A vehicle is new if it has not been registered or used. Vehicles that have been imported to Finland as new and that have been in tax-exempt demonstration use only are also considered new.

A vehicle is used if it has been registered or used previously.

Date of first registration (ddmmyyyy)

Enter the date of first registration. The date of first registration is the day when the vehicle was registered for the first time either in a foreign country or in Finland.

Start date for taxable use in Finland (ddmmyyyy)

Enter the date on which the vehicle is taken into use in Finland. This is the date when the vehicle is first used in road traffic within the territory of Finland. For example, if the vehicle is driven from the port where it arrives, the use is considered to start immediately.

Vehicle category

Select the category in which the vehicle is or will be registered.
