The e-service and credit register extracts will include loans granted to business name entrepreneurs for their business activities and loans granted to agricultral and forestry operators.

3 Apartment-specific credit liabilities of housing company loans to the register in 2027

The data content of the Positive credit register will expand on 1 April 2027, as information about credit liabilities allocated to share groups, i.e. ‘apartment-specific credit liabilities of housing company loans’ will also be entered in the register.

Apartment-specific credit liabilities will be introduced into the Positive credit register because they account for a significant part of Finnish households’ debt burden. The Parliament approved the addition of these credit liabilities to the register’s data content in connection with the legislative amendment of September 2025.

The data will be transmitted to the register directly from the Residential and Commercial Property Information System of the National Land Survey of Finland. The information in the Residential and Commercial Property Information System, on the other hand, is received from housing companies or property managers. Responsibility for the accuracy of the information is carried by housing companies: they must update the information to the system at least once a year.

Participate in stakeholder cooperation

The Positive credit register started preparing for the change in early 2025. The project is progressing on schedule, and the transmission of data from the Residential and Commercial Property Information System to the Positive credit register will begin in January 2027. We will start stakeholder cooperation with lenders at the beginning of 2026. We recommend that lenders should participate actively in the stakeholder cooperation. Why is information about shareholders’ credit liabilities entered in the register?

In future, the register will also contain information about the apartment-specific credit liabilities and charges for common capital expenditure for which the shareholders are responsible. ‘Apartment’ may be a residential apartment, parking space, storage space or other space. Shareholders’ apartment-specific credit liabilities will be entered in the register because they account for a significant part of Finnish households’ debt burden. Loans taken out by a housing company and the related loan servicing costs affect an individual shareholder’s ability to pay in the same way as any other debt.

Due to the change, private individuals will gain a more comprehensive view of their liabilities as credit liabilities allocated to apartments will also be entered in the register. Starting in April 2027, private individuals can view the data in the register’s e-service. We will communicate in greater detail about the information that individuals can see in the register closer to the change.

Lenders will also gain a more comprehensive view of the loan applicant’s financial standing for creditworthiness assessment purposes. In future, the credit register extract will inform the lender about the number of apartments with a housing company loan that are owned by the individual in question. We will provide more information about the changes to the credit register extract on our website and closer to the change.
