Reporting of loans granted to business name entrepreneurs and agricultural and forestry operators is progressing slowly
1/16/2026At the beginning of December, lenders started reporting loans granted to business name entrepreneurs for business activities and loans granted to agricultral and forestry operators to the register. The reporting of these “second-stage” loans is progressing more slowly than expected. We monitor the progress actively and provide support for lenders to help them in the reporting. Lenders must report all their second-stage loans to the register by 31 March 2026.
All second-stage loans should thus be in the register at the beginning of April. After this, when lenders have reported their loan contracts to the register, they must start updating the loan data in accordance with the instructions provided and report new loans of the same type to the register.
Only a few lenders have started reporting
So far, only a small number of signed-up lenders has started reporting second-stage loans to the register. We are expecting a total of 166 lenders to report their loan contracts to the register, but so far only 18 have started the reporting.
Of these, 11 are lenders that have previously reported consumer credits and loans comparable to them to the register. Altogether 23 entirely new lenders signed up to report second-stage loans, and 7 of them have started so far.
The largest lenders’ reporting of second-stage loans is not yet in full swing.
We monitor the volume reported and provide support
The total volume of second-stage loans that is expected to be reported to the register is approximately €7.4 billion. The figure is based on the Bank of Finland’s estimate of the loan volume. The volume of second-stage loans reported so far is €0.02 billion. The volume is smaller than expected, and we will provide extra support for the reporting if necessary. So far, we have not been informed of any challenges or problems in the reporting or receiving of data.

Towards the use of reported data
Starting at the beginning of April 2026, the reported data on loans granted to business name entrepreneurs for business activities and loans granted to agricultural and forestry operators can also be used in other than consumer lending, i.e. in business lending. Business lending refers to situations such as when a business name entrepreneur makes purchases for their business activities or when an agricultural operator buys agricultural equipment. In order that lenders could use the register’s data in business lending, they must have applied for and received a data permission for the second stage.
