In the future, it will be easier to distinguish in credit register extracts if income data is missing from the Incomes Register

As of 7 October 2026, the credit register extracts of the Positive credit register will more clearly distinguish the situations where an individual does not have any income data reported to the Incomes Register. The purpose of the change is to make it easier to interpret the income data shown in the extract. Another aim is to reduce situations in which missing income data can be misinterpreted to mean that the individual does not have any income at all.

The income data of the Positive credit register is based on the earnings and benefit payment data reported to the Incomes Register. However, not all income is reported to the Incomes Register. Such income includes but is not limited to income earned by self-employed individuals, capital income, foreign pensions and various grants. In other words, an individual may actually have income even if it does not appear on the credit register extract.

Who does the change apply to in particular?

The change applies in particular to individuals whose income is not included in the Incomes Register or whose income is reported to the Incomes Register only in part. Such individuals may include:

  • self-employed individuals with a business name
  • agricultural and forestry operators
  • grant recipients
  • individuals whose income consists mainly of capital income.

How will the extract view change?

Currently, the credit register extract shows EUR 0 as income data in situations where an individual does not have any income data reported to the Incomes Register for the month in question. If no earnings or benefit data has been reported for the individual for a particular month, as of 7 October 2026, the income data for that month will no longer be displayed as numerical data of EUR 0 but stated as “No data reported”. The income data will also be shown in the extract as summed-up data for those months only in which earnings or benefit payment data has been reported to the Incomes Register for the individual concerned. 

Following the change, the income data missing from the extract will stand out more clearly from situations where the final result of the income calculation is genuinely EUR 0.

When can the extract still show EUR 0?

Even after the reform, the income data may also show EUR 0. This happens when income has been reported for an individual to the Incomes Register, but the final result of the income calculation performed at the credit register is EUR 0.

Such a situation may arise, for example, when the individual has not been paid a salary or wage during the month in question, but some of the salary paid earlier has been recovered from them. In this case, income data has been reported to the Incomes Register, but the calculated result of income data may be EUR 0.

Does the change affect applying for a loan?

The change does not affect the lender’s obligation to assess the customer’s solvency on the basis of sufficient data. If an individual’s income is not visible in the credit register extract, the lender must also obtain information on their income from other sources, for example, by asking the individual themselves.
