Plans to ease diesel-fuel costs for entrepreneurs in certain road transport sectors
News, 10/28/2026A Government proposal has been put forth to reduce the excise taxation on purchases of diesel fuel for professional road transport. The suggested excise-duty rebate would be 3.3 cents/litre of diesel fuel. The Finnish Parliament received the Government proposal on 22 October.
The refundable excise duties would concern motor vehicle categories M2 and M3, which include buses and heavy trucks or lorries with a gross laden-weight rating of 7.5 metric tonnes or higher. Operators of road transport would be entitled to request refunds for one calendar year at a time or alternatively twice a year, for January–June and July–December.
Following the Government proposal a Government Decree will be enacted laying down when the proposed changes go into effect. The planned professional diesel rebate scheme would start operating as of 1 January 2028 simultaneously with the new EU emissions trading system focusing on hydrocarbon fuels.
The refunding of excise duties would continue up to the year 2037.
