Changes in 2022 aim to ease the administrative burden on submitters and to improve the quality of our data
6/28/2021We are constantly developing the National Incomes Register based on feedback and requests from our customers and stakeholders, as well as changes in legislation and the observations of the Incomes Register Unit.
Currently, approved change requests for 2022 and some of the legislative changes have been entered into the Incomes Register. The change requests focus on measures that contribute to minimising the administrative burden on submitting reports.
Changes are primarily made to the functions available to payers, which aim to guide payers to report data correctly right from the start. Our goal here is to reduce the need to submit corrections to reports and thus improve the quality of data for its users.
Data content changes are made in all three report types, i.e. the earnings payment report, employer’s separate report, and benefits payment report.
Annual changes may be available to data users in November
The processing rules and data content for 2022 will be applied to reports with a payment date or other reporting date of 1 January 2022 or later. However, it is possible to submit data 45 days before the new year. In practice, this means that data users may see data for 2022 in their distribution as early as November 2021.
It is possible that changes other than those shown in the information session for software vendors in June will also be implemented. These changes may be linked to pending legislative changes. Future changes will be announced on the Incomes Register website and in the system bulletins. Additionally, changes will be reported to cooperation network members, as well as software vendors who have submitted a contact person in the Incomes Register. Clinic events may also be held for software vendors in connection with the changes.
Before the year ends, we will host a customer event in which the next year’s upcoming changes will be discussed in full.

Development in transcripts and the e-service
Some transcripts will be available as csv files in 2022, which makes it possible to process them in e.g. a spreadsheet application. The person making the order can choose the transcript’s file format (pdf or csv) during their order.
Corrections will also be shown sooner in the transcripts: corrected data will be relayed to new transcripts within two hours of the corrected report’s submission.
Information on unjustified payments will be added to the transcript ‘600 Summary of payer’s earnings payment data. Additional recovery details will be added to transcript 618 ‘Income type specific summary of payer’s earnings payment reports’.
Record 302, ‘Earnings payment reports – several payers’, which is distributed to data users, will include the pension policy number as a query parameter.
The subscription view of the e-service will receive a time range filter, usability improvements will be made to the transcript query list, and the net recovery search results will be clarified.
