Incomes Register FAQs
The Government’s proposal for an act on the incomes information system will be discussed in the Parliament during the autumn term. The bill is expected to be enacted as of 1 January 2018, and the Incomes Register deployed from 2019 onwards. Here you can find preliminary information on the Incomes Register.
Incomes data providers
After 2019, providers of earned income information will include all employers and other actors who have an obligation to file pay data in Finland.
The data will be submitted to the Incomes Register either by the information providers themselves or parties authorised by them, for instance accounting firms or financial services subcontractors.
Benefits and pension data providers
After 2020, providers of benefit and pension data will include:
- Earnings-related pension providers
- Unemployment funds
- Non-life insurance providers
- Life insurance providers
- The Education Fund
- Ministry of Economic Affairs and Employment’s administrative branch (including the duties to be transferred to the counties)
- The Insurance Centre (the Motor Insurers’ Centre, the Patient Insurance Centre and the Environmental Insurance Centre as well as the Pharmaceutical Insurance Pool)
- The Defence Forces
- Trade unions
- Insurance funds
Incomes data users
In the first phase, or from 2019:
- The Finnish Tax Administration
- The Unemployment Insurance Fund
- earnings-related pension providers
Earned income, benefits and pension data users
In the second phase, or from 2020, additional users will include:
- Statistics Finland
- The Education Fund
- non-life insurance providers
- unemployment funds
- The Ministry of Economic Affairs and Employment’s administrative branch
- occupational safety and health authorities
An income earner may be a natural person or a company earning an income (for example a nonwage compensation). Income earners can access and browse all their incomes information through the Income Register's online service. For the first time, this allows income earners to obtain comprehensive overview of their earned income and benefits received in real time.
The Incomes Register authority
A Tax Administration unit responsible for the operation of the Incomes Register.
In the first phase, or from the beginning of 2019, data on earned income payments will be reported to the Incomes Register. In the second phase, or after 2020, data on payments of pensions and benefits will also be reported to the Incomes Register.
The information contained in the Incomes Register is defined in specific income codes. The register’s data content addresses the needs of all actors using the data. Data users will only have the right to access information contained in the Incomes Register if they have this right under legislation.
The Incomes Register data will be stored and processed in an elevated security environment.
The Incomes Register and its associated services will be deployed at the beginning of 2019. In the first phase, earned income payments will be reported to the register. In the second phase, or after 2020, the payments of pensions and benefits will also be reported.
