What is the Incomes Register?

The Incomes Register is a national online database. It contains comprehensive information on individuals' wages, pensions and benefits. Data providers report individuals' earnings to the Incomes Register in real time, whenever a payment is made.

Who are the users of the Incomes Register?

Providers of earnings payment data
As of 2019, earnings payment data providers include all employers, organisations, foundations, households that employ people, housing associations, and other parties that have an obligation to report earnings payment data to any parties that use the Incomes Register.

Incomes Register data is generated either by the data providers themselves or parties authorised by them, such as accounting firms or other partners to whom financial administration has been outsourced.

Providers of benefits and pensions data
As of 2021, benefits and pensions data will be provided by the following parties, among others:

  • The Provincial Government of Åland
  • The Åland Islands Labour and Student Services Authority
  • Pension providers
  • Pension funds and foundations
  • Life insurance providers
  • KEHA-Centre
  • The Social Insurance Institution of Finland Kela
  • Municipalities and the Province of Åland Islands
  • Motor insurance companies
  • Educational institutions that pay daily allowance or family allowance
  • Patient Insurance Centre
  • The Finnish Defence Forces
  • Finnish Mutual Insurance Company for Pharmaceutical Injury Indemnities
  • The Employees' Group Life Assurance Pool (TVK)
  • Accident insurers
  • The Employment Fund (adult education benefits)
  • Employers who pay financial support
  • Unemployment funds
  • Non-life insurance providers
  • The State Treasury

Users of earnings payment data
During the first phase, i.e. as of 2019, earnings payment data is used by the following parties:

  • The Finnish Tax Administration
  • The Social Insurance Institution of Finland Kela
  • The Employment Fund
  • Earnings-related pension providers and the Finnish Centre for Pensions ETK

Users of earnings payment data
As of 2020 the first-phase users will be joined by the following parties:

  • Statistics Finland
  • The Education Fund (adult education benefits)
  • Non-life insurance providers
  • Unemployment funds
  • Ministry of Economic Affairs and Employment’s administrative branch
  • Occupational safety and health authorities
  • The Province of Åland Islands, its authorities and municipalities
  • Municipalities and joint municipal authorities
  • Workers' Compensation Centre
  • Patient Insurance Centre

Income earner: Income earners include natural persons as well as businesses if they receive non-wage compensation for work, for example. Income earners can access their income data via the Incomes Register's e-service. For the first time, income earners are provided a real-time overview of their earnings payment and benefits data.

Incomes Register Unit: A unit of the Tax Administration that is responsible for administering the Incomes Register.

What kind of information will the Incomes Register contain?

Initially, as of 1 January 2019, the Incomes Register will contain information on wages and other earnings.

In 2021, the Incomes Register will also contain information on any pensions and benefits paid.

A special income code system has been devised to determine the contents of the Incomes Register. The scope of the register takes account of the needs of all parties requiring the information. Information from the Incomes Register will only be disclosed to users who have the right to access the information in question on the basis of the applicable laws.

How will the privacy of the personal
data held on the Incomes Register be protected?

The data contained in the Incomes Register will be stored and processed in a high-security environment.

When will the Incomes Register be ready?

The Incomes Register and the associated services will be deployed on 1 January 2019. During the first phase, the Incomes Register will contain information on wages and other earnings. In 2021 the Incomes Register will also contain information on any pensions and benefits paid.

Who can see my income data in the Incomes Register?

Public authorities and other users of the data will only be able to access the register entries to which they are entitled and which they need. The Incomes Register will not create any new rights to information. Information from the Incomes Register will only be disclosed if the user in question is entitled to the information on the basis of the applicable laws.

Each income earner will only be able to browse their own income information, or any information that they have been authorised to access.
