Katso service to end – start using Suomi.fi service

The use of the Katso service will end in conjunction with the Incomes Register’s e-service on 31 December 2020. Start using Suomi.fi authorisations now and make sure that you can also access the Incomes Register next year.

The use of the Incomes Register’s e-service with Katso IDs and Katso authorisations will no longer be possible after 1 January 2021.

Identify yourself from now on using online banking codes, a mobile certificate or a certificate card

Identify yourself in the Incomes Register’s e-service using your personal online banking codes, a mobile certificate or your organisation’s certificate card.

Ensure that all of your organisation’s employees who use the Incomes Register’s e-service use at least one of these identification methods. Start using these identification methods already the next time you log in.

Katso user: grant new authorisations in the Suomi.fi e-Authorisations service

If another organisation or person uses the Incomes Register’s e-service on behalf of your organisation, you need to grant an authorisation. Authorisations granted in the Katso service must be granted again in the Suomi.fi e-Authorisations service before the use of the Katso service ends on 31 December 2020.

Suomi.fi authorisations should be granted as soon as possible.

Grant your Incomes Register authorisations again in the Suomi.fi e-Authorisations service if your organisation has used the following authorisations in the Katso service:

  • Reporting earnings payment data
  • Browsing earnings payment data

Benefit payers use authorisations ‘reporting benefits payment data’ or ‘browsing benefits payment data’.

Authorisations can also be requested. For example, accounting firms can request a new authorisation in the Suomi.fi e-Authorisations service. 

Most organisations can grant Suomi.fi authorisations independently in the Suomi.fi e-Authorisations service.

If an independent authorisation is not possible, use an authorisation application

Parties that cannot grant electronic authorisations independently in the Suomi.fi e-Authorisations service can grant authorisations using an authorisation application.

For example, an authorisation application is used by organisations, whose representative has not been registered in the Trade Register or the Business Information System (BIS).

An authorisation application can be used to grant three types of authorisations: a right to grant an authorisation, a representative’s right to grant an authorisation or an authorisation for transactions.

Start granting authorisations using an authorisation application (suomi.fi).

Associations: authorise independently or jointly using an authorisation application

If you have the right to represent your association on your own, you can grant authorisations independently in the Suomi.fi e-Authorisations service. If your association must be represented jointly by two or more people according to your association’s rules, use an authorisation application.

If you have the right to represent your association on your own and your right has been registered in the Register of Association, but you still cannot grant authorisations on your association’s behalf in the Suomi.fi e-Authorisations service, send a request for verification to the Register of Associations using the Finnish Patent and Registration Office’s feedback form.

Select Associations and enter the following information in the text field:

  • “Cannot grant Suomi.fi authorisations”
  • Your association’s Business ID
  • The name of the person who cannot grant authorisations
  • An email address for responses 

Foreign party: start using the Finnish Authenticator Identification Service and Suomi.fi e-Authorisations

Foreign citizens can be identified in the Income Register’s e-service using the Finnish Authenticator Identification Service. A foreign representative of a foreign company can use the Incomes Register on the company’s behalf if they use the Finnish Authenticator identification service and the Suomi.fi e-Authorisations service.

Identification using the app will replace Katso IDs, the use of which will soon end. The app is only intended for foreign citizens who have used Katso IDs, have no Finnish personal identity code and cannot be identified using Finnish identification methods. The Finnish Authenticator service and Katso IDs will operate alongside in the Incomes Register until the end of 2020, after which the use of Katso IDs will end.
