Implementation of the Incomes Register is proceeding – Interface descriptions for benefits payment data have been published

The Incomes Register will be deployed on 1 January 2019. During the first phase, earnings payment data will be reported to the Incomes Register, followed by pension and benefits payment data in 2020. The project to establish the National Incomes Register (KATRE) has reached an advanced stage and is now publishing the interface descriptions for reporting benefits payment data to the Incomes Register. The interface descriptions for earnings payment data were published already in the summer of 2017.

This new publication will enable software developers to start preparing the reporting of benefits payments and pensions to the Incomes Register using their own software. The publication of the interface documents for benefits payment data is related to the second phase of the deployment of the Incomes Register in 2020, when benefits payment data will be reported to the Incomes Register.

The key objective of the Incomes Register is to automate the transfer of data between companies and authorities

The technical interfaces allow the transfer of data between applications through automation. This will reduce manual work required for reporting. With the deployment of the Incomes Register, the reporting and utilisation of benefits payment data will be more in real time.

In 2020, the Incomes Register’s data users will be able to utilise the earnings, benefits and pension income data obtained from the Incomes Register comprehensively and in real time for making benefit decisions or imposing customer fees, for example. Access to official services will be faster and simpler, and citizens’ benefit decisions will be based on more up-to-date data.

In 2019, the information in the Incomes Register will be available to the Tax Administration, Kela, earnings-related pension providers, the Finnish Centre for Pensions ETK and the Unemployment Insurance Fund. In 2020, the Incomes Register’s user base will expand to include municipalities, occupational accident insurance companies and unemployment funds, among others.

The testing of the Incomes Register system for the deployment of earnings payment data in 2019 is currently ongoing. Testing the Incomes Register’s interface services for benefits payment data will commence on 27 March 2019, when software developers can start testing the functioning of their own systems in the testing environment.
