Changes to how foreign actors can use the Incomes Register

Foreign actors can now sign in to the Incomes Register's e-service using the Finnish Authenticator Identification Service.

Identification with the new mobile application replaces the Katso identification that will soon become unavailable. The app is intended to be used only by foreign actors who have been using Katso identification and who do not have a Finnish personal identity code and cannot use any Finnish identification methods. Katso IDs will remain in use in the Incomes Register alongside the Finnish Authenticator until the end of 2020. After this, Katso IDs will no longer be available.

A non-Finnish representative of a foreign company can act in the Incomes Register on behalf of their company if they have registered in the Finnish Authenticator Identification Service and have a Suomi.fi authorisation.

How to proceed if a Finnish accounting firm or some other outsourcing partner acts on behalf of a foreign client

If a Finnish accounting firm or some other outsourcing partner acts on behalf of a foreign corporate customer, the representative of the foreign organisation needs to first register in the Finnish Authenticator Identification Service and then fill in the authorisation request form in the Suomi.fi official-assisted authorisation service.

Foreign actors can grant different authorisations to accounting firms in the official-assisted authorisation service. If a foreign actor wishes to authorise an accounting firm to act on its behalf in the Incomes Register's e-service, the authorisation codes are Reporting earnings payment data or Browsing earnings payment data.

The Katso service will go out of use on 31 December 2020

We recommend registering in the Finnish Authenticator Identification Service and granting the necessary authorisations as soon as possible. The Katso service will go out of use on 31 December 2020, which means that using Katso IDs and Katso authorisations in the Incomes Register will no longer be possible starting from 1 January 2021.

  • Accounting firm

    Inform the foreign client that the Katso service will become unavailable.
  • Foreign actor

    Register the unique identifier for foreign individuals (UID) and download the Finnish Authenticator app.
  • Foreign actor

    Fill in the authorisation request form. After the request has been processed, grant an authorisation to a company employee or an accounting firm in accordance with the option A or B.
  • A) Grant the right to authorise straight to an accounting firm

    A foreign company can grant the right to authorise to a Finnish accounting firm. The accounting firm can then authorise one of its employees, for example, to act on behalf of the company in the Incomes Register.
  • B) Grant the right to authorise to a foreign representative

    A foreign company can grant the right to authorise to its foreign representative. The representative can then authorise an accounting firm, for example, to act on behalf of the company in the Incomes Register.
