Using Tax Card Online
You can use www.tax.fi/taxcard to order a new withholding certificate i.e. a new tax card if significant changes in your income or deductions have taken place (for reasons such as starting work or quitting work). You can also use it for asking for a new or revised prepayment decision.
The following income types are subject to tax-card withholding, and Tax Card Online is available
- Employment income
- Seafarer's income
- Social benefits such as unemployment or maternity allowance
- Compensation paid to foster care providers or family caregivers
- Trade income and copyright royalty income
- Dividends from companies that are not stock-exchange listed.
You can use it for asking for a new or revised prepayment decision, too, and you can also request that your prepayments be waived. The following types of income are subject to prepayments, and Tax Card Online is available:
- Rental income
- Trade and business income
- Agricultural income
- Reindeer farming income
- Income from general and limited partnerships.
However, you must use the services of a tax office if any of the following applies to you:
- You apply for a freelance tax card for the first time
- You want to have a tax card only for study-grant income
- You want to report income from another country than Finland
- You want to have a tax card for academic grants
- You want a card for receipts of listed-company dividends, dividends based on work efforts, employee stock options, sportsmen's fees or wage income to be reported to an insurance company (vakuutuspalkka; försäkringslön).
- You are treated as a nonresident for Finnish tax purposes.
- You have never had a tax card previously, and you are older than 16 years of age
If one of the above limitations applies to you, please call the Tax Administration's telephone service at 029 497 050 or go to the nearest tax office.
No. If you do not write anything and do not move the mouse, a session remains in effect only for 60 minutes. Tax Card Online will then force you to sign out. Then you must sign in again to continue.
Tax Card Online can be used free of charge. However, banks normally collect some service charges for their online services. For more information, look them up in a price list that your bank has issued. As for microchip identity cards, you must pay a charge when a card is issued to you, but after that, you can use it free of charge.
Yes, it does. It means that you can print tax cards for payments of wages and secondary income freely when your request does not require that an employee of the Tax Administration must go over your submitted request in detail. For self-printing, select "I will print out my tax cards with my own printer" as Delivery mode.
Note: you cannot print out the card until you have keyed in your details including your income and any deductions. Without re-calculating your income and deductions, Tax Card Online does not let you print out a currently valid tax card.
Instead of Tax Card Online, we would like to recommend that you use the withholding calculator. However, you cannot ask for a new card from there. For that purpose, you should sign in to Tax Card online and key in the necessary estimates, facts and information.
To move forward and backward during your session, click the Tax Card Online buttons for Continue, Back, OK and Cancel. Do not click the arrows or buttons of your Web browser software. Some browser versions may log you out of your session if you click them.
There are four main stages:
Stage 1: Taxpayer information and tax cards
See your personal data and the information on your latest tax card. If you are a payer of prepayments, you also see some facts about your current prepayment decision. If your latest tax card took account of the additional rate (lisäprosentti/tilläggsprocent) for secondary income, you can order a new card that only contains the additional rate, and use it for your secondary employment only. You can then move on to submittal directly from Stage 1.
Stage 2: Reporting your income and deductions
See the data of your latest card in the Information on record column. Click Edit to add, change and delete or remove the information in the Taxpayer's declaration column. When you click Edit, a specification window opens, and you can enter the changes in it. Always enter the gross earned income and withholding since January 1st up to today's date. There is no need to edit the income and deductions figures showing in the Information on record column, if they seem to be correct. When you see the Edit button, it means that you are entitled to make changes to the details on that line.
Stage 3: Results of calculation
See your withholding for the rest of the year, if Tax Card Online has succeeded in calculating it. If you are a payer of prepayments, you will see your revised prepayments for the rest of the year.
Stage 4: Delivery mode and Submit
Facts about the cards you asked for are displayed in this window. If you opt for self-printing, you can use your own printer to print your card. This requires that you have a software program that prints out pdf files, and it also requires that the details of your card request do not necessitate a special checking by an employee of the Tax Administration. If you want to have the card(s) sent to a postal address that is different from your usual address, fill in the appropriate fields. Click Submit to send your request to us. None of the input you have keyed in or entered during your session is available to us until you have clicked Submit.
Ending your session
Remember to sign out when you are done.
See the data of your latest card in the Information on record column in the Reporting your income and deductions stage.
If a new card has been issued to you during the current year (a revised tax card; muutosverokortti; ändringsskattekort), Information on record will show the income and deductions that were used for that card.
If no new or revised tax card has been issued to you during the current year, the Tax Administration has simply worked out your withholding rate based on previous years' data, or on the data from your latest completed tax assessment. However, if no such data has been available, your withholding is based on an estimate. Tax Administration only issues the standard tax card automatically for wage or pension income, not for other types of income. In case you have been paid a social benefit during the previous year, the new tax card has been issued "for wage income". Because of these reasons, Information on record sometimes displays income and deduction information that is not necessarily up to date.
Key in the new, changed information
Check the contents of the Information on record column carefully. If you notice something that is not correct, enter the corrections in the Taxpayer's declaration column. Use the euro currency, no blankspaces as thousand separators, and enter commas as separators between euros and cents. Example: enter 5700,50 for €5,700.50. To delete any amount in the Information on record column, enter 0,00.
You can discontinue the session at your convenience. To sign out when you are halfway through, simply click Sign Out. None of the changes or other input you made will be saved.
An alternative way to quit is to click Quit/Save and save the changes that you just keyed in. We will keep the saved new data for seven days in the records of Tax Card Online. After seven days, the system will delete it.

Taxpayers use Tax Card Online either with their online banking identifiers or with their microchip identity card (the HST card), which is issued by the Population Register Centre. Your identity is confirmed the moment you log in. When login is complete, the system knows how to retrieve your very own files to help you request for a new tax card. All user IDs and passwords are personal and may only be issued to one individual at a time and cannot be transferred, not even to a family member.
The Finnish Tax Administration never asks users to send their bank identifiers to any address by mail, e-mail or telephone. The only time you need the identifiers is when you start a Tax Card Online session.
Data is transmitted over a secure connection. All taxpayer information is protected.
Internet Cookies are a small piece of data stored locally by your browser that saves information and helps identify you to Tax Card Online upon subsequent visits. Cookies fulfill an important data-security function. Tax Card Online requires that you enable cookies in your browser.
What should I do to the fonts that are so big that the Help text almost covers the part where I am supposed to enter information?
You can check the following settings:
- Make sure you are using the full-size window view of the browser:
Go to the top right corner, select the middle button, and adjust the browser window to full size.

What should I do when clicking a link fails to open it, or when entering a postal code hides the post office name?
An alternative solution to the problem is to use Firefox, Chrome or some other browser instead of Internet Explorer 11.
For using Tax Card Online you must have:
- an Internet connection
- one of the following recommended browsers or a similar browser: Microsoft Internet Explorer, Mozilla Firefox, Safari or Google Chrome.
- the Cookies setting as Enabled, and
To sign in, you must have:
- your web banking identifiers or
- a microchip identity card.
The Tunnistus.fi secure sign-in service always checks the user's identity at session start.
You cannot sign in with Katso identifiers.
For self-printing, you must have:
a software tool installed on your computer that can read and print Pdf files.
The most widespread software for that purpose is Adobe Acrobat Reader. To download and install it free of charge, visit get.adobe.com/fi/reader/
Other Pdf tools include Evince (GTK+), Foxit Reader (for Windows or for Linux) and KPDF (Qt).
Yes, you can: you choose whether you want to print it out yourself or whether you want it delivered by post, either to your home address or to any other address that you have specified. Printing it yourself requires that the request does not necessitate any additional checks by a tax office employee. As for other Tax Card Online content, you can use the Print commands of your browser to print out any pages or content of Tax Card Online during your session.
No, because Tax Card Online works almost as fast with 0.5-megabit transmission speed (512 Kbit/s) as with broadband speeds.
Yes, it is safe. However, when you use any workstation that is shared with other people, remember to delete the Page History, cache and cookie records from the browser after you have finished your session.
