1. What is an online Power of Attorney?

An agent/representative can be given a Katso Authorization by an online Power of Attorney. First the agent creates a suggestion for a Power of Attorney, then the Principal approves it.

2. What e-filing roles are covered by an online Power of Attorney?

Any role within the Katso definition of e-filing roles can be added.  It is the Agent's job to agree with the Principal about the roles to be included automatically.  One online Power of Attorney can only include roles from one service provider.  This means that if the Agent will have to sign in to both Kela and Tax Administration, separate online Powers of Attorney will be necessary for each.

An online Power of Attorney cannot include system roles (such as Katso - Company employee, Katso - Parallel Master User).

3. Is the online Power of Attorney a replacement of the Katso Authorization?

No, it is not.  The online POA is used in parallel with the usual Katso Authorizations.

4. How does an online Power of Attorney become effective?

Principal's representative should first check the roles and period of validity that the Agent has specified in the new Power of Attorney to be issued.  Then the representative should either accept or reject the POA.  To go over the details of the new POA, the representative should confirm his or her identity (bank ID or microchip card) or visit a tax office dealing with Katso registration Katso-asiakasrekisteröintipisteessä.  The online Power of Attorney will then become effective as soon as the relevant authority has confirmed the representative's right to sign the company name.

5. Principal's representative has now given approval and I have been notified by e-mail.  But why can I not send off a VAT return on behalf of Principal?

After the official control of the representative's rights to sign the Principal's name, there is still one step to take care of.  The included e-filing role should yet be delegated and received by the Katso ID holder — which is the same procedure that applies to other transfers of roles within Authorizations.

6. Is the online Power of Attorney valid for other than Tax Administration e-services?

Yes, it is. Any role within the Katso definition of e-filing roles can be added. However, one online Power of Attorney can only include roles from one service provider.  This means that if the Agent will have to sign in to both Kela and Customs, separate online Powers of Attorney will be necessary for each.

7. Until what date will the online Power of Attorney process remain in use?

This process is in use indefinitely.

8. Can any employee of an organization approve an online Power of Attorney?

No, the person giving approval should be a signatory.  This means that he or she has the legal right to sign the company name.  The authority will perform a formal control of this.  After control, the Power of Attorney will be active.

9. What does Agent Status mean?

Organizations with a valid Katso ID that has Master User privileges may request the authorities to be granted the Agent Status, if the organization satisfies a certain set of criteria.  The associated role is called Katso - Asianhoitaja (Katso - Agent).  This role enables the Master User to upload a special Excel file to create several online Powers of Attorney in one session.

10. Will it be necessary to set up a new Katso ID?

Any user can only have one single Katso ID.  The Katso ID is always personal and linked to its holder's personal identity number.  It cannot be set up repeatedly for the same user.
The e-service rights of a Katso ID are always determined by Authorizations.

11. Should the granted Katso Authorizations be redone, or should we stop using Authorizations and only use Powers of Attorney in the future?

No online Power of Attorney can be created if the client — the Principal — does have a Katso ID.  No repetition of previously granted Katso Authorizations is necessary unless they have expired because of their expiration dates.  To sign in to new e-services may require the setup of new roles, and this may require that new Authorizations be granted.

12. The client has given an accounting firm an Authorization that includes the role group Vero – Kaikki (all roles).  Does this mean that the accounting firm can really access all the e-services of the Tax Administration on behalf of the client?

Yes, it does.  The role called Vero – Kaikki is comprised of all roles that exist on the date of issue within the Katso system.  However, if the e-services within the Tax Administration are later expanded so as to set up new roles, the client should grant a separate Authorization to the accounting firm to cover the new roles.

13. What should I do when "Cannot process" error message appears after I try to upload the Excel file?

The Katso system does not support the newest .xlsx Excel format.   Please make sure that your file has the ending .xls and save it (Excel 2000: File > Save As... / Excel 2003: Office button > Save As...) in .xls format.  No restrictions apply to file naming.

14. What should I do when an error message about wrong postal code appears after I try to upload the Excel file?

Postal codes have the following format requirements: Five characters, column and cell format "Text".  The Excel commands that you need are the following: (First select the entire column; Excel 2000: Select Cells from Format menu and then go to Number tab and select Text / Excel 2003:  Select Cells > Format > Format cells and then go to Number tab and select Text) and fix the leading zeros of the postal codes.

If foreign postal codes are being entered and they have fewer than five characters, please add leading zeros.

15. What should I do when "Upload is empty" error message appears even if the Excel file is not empty, as it shows Principal data as required?

Mistakes in column A will result in the "Empty" error message.  Column A should have value 10 or the column should be empty.

16. What should I do when my upload of the Excel file is never successful? I only see various error messages.

We recommend that you use a new template called Valtakirjan luominen asianhoitajastatuksella and copy the Principal data through the Clipboard into it.  Use the Paste special... command and then Paste > Values. No formatting should be pasted.

17. How do I add the roles to an Excel-based Power of Attorney?

The only information in the Excel file should be Principal and Representative data.  The roles will be added later during the upload through the Katso website interface.

18. Will the accounting firm send the Excel file to Finnish Tax Administration?

No, they will not do that.  The agent (usually the Master User at the accounting firm) should simply upload the Excel file through the Katso website interface.
